I Would like to know what are all the main check list if we need to migrate our 2003 & 2007 sites(Blog,Wiki,Record Center) to 2010 cloud ? what are the limitation we need to concern for the same ?

What do you mean with cloud? -Do you think about Office365 or do you mean Windows Azure?

What kind of customizations do you have in your farm? -Make sure you understand which customizations are supported.

If would be good If you point out some of the basic of Migration to windows azure.

As far as I understand, you cannot migrated "your farm" to azure. It is not possible to run your SharePoint-Databases on Azure. Its more that you can develop services that consume data from Azure.
