Is there a way to revise and update company website announcements, text etc. alerting viewers to the fact that a change has been made without clogging up the website with previous versions

This depends on your configuration. If you are just updating fields on a publishing page, then enable versioning with content approval.

If you are utilizing the actual announcements list you can utilize the same method, and just keep updating the same post with newer versions or set an expiration date that has already passed on older items (this only hides them in the default view however).
