How to trigger a workflow on all items in a list at same time

Question

I have read that it can be achieved by Iterations in workflows.

So,

1. Is there any way one can just iterate through the whole list and do some edit in items which match a particular criteria?
2. Can this be done using SharePoint Designer or one has to code this?

Can someone help me out on this?.

And, Does SharePoint 2013 have this feature?
