I installed Sharepoint 2010 and RMS service in AD. Then I checked the "Using RMS server in AD" checkbox in site security setting page. No Error appeared.

But when I want to create an document library managed by RMS system, there is no "Information Rights Management" link in library setting page.

How can I enable this link? Thanks in advance.
