I provisioned a Records Center site and uploaded a custom sandboxed solution (WSP) to it. I am able to upload the solution, but not activate it. This is in a SharePoint Online environment, but I dont think that matters. The behavior is the same in my local dev environment where sandboxed code service is running. Is this a problem or limitation with Records Center? I am a site collection administrator in both places.
