I RECEIVED following alert from WEF2 and WEF1 sharepoint server

EVENT SUMMARY:
Thresh Exceeded: Memory Utilization (98.2%) vs 90%

This is sharepoint server(Application) issue or Windows server(Hardware and Network) issue?

Environment : Sharepoint 2010 - 2 WFE,2 App and 1 sql stand alone Please someone suggest me Root Cause and Resolution

@Jesus Shelby has provided some good information. However, I can't see how this question can be reasonable answered in its current form. Anything running on the server could use an excessive amount of memory; just because SharePoint is installed doesn't mean it is responsible. Please edit your post and add more specific details. What are the server configurations (hardware, and SP Services running on them).

You could be getting a lot of traffic, or if your running services on there like search or excel, they could be tying up your memory.

You can review the monitoring guide and start up some counters to watch what is happening http://technet.microsoft.com/en-us/library/ff758658.aspx

If you have SCOM in your environment you could setup the counters there as well. Additionally Idera has a performance monitoring tool that captures some basic metrics http://www.idera.com/Products/Free-Tools/SharePoint-perf-monitor/ Their full product offers a lot more of course.

Once you have identified the offender you can decide how to proceed to alleviate the issue (add memory, move application, new server, etc). However if are resource poor, you may need to adjust some settings for the amount of memory the App Pool's can use, in addition the native SP throttling.

If you have custom code running it could be that, it could be something you can fix with some configuration tweaks. I don't know what you are running and without detail can not tell you where the problem "is" or how to solve it. At the very least you should be able to pull up task manager and check "which" process is consuming your mem (would be w3, could be an AV scan). – Jesus Shelby Aug 22 '11 at 21:18

It can be anything running in SharePoint. You haven't provided any details, and no don't use web gardens. Please review the links I added in the answer above. – Jesus Shelby Aug 24 '11 at 13:15
