does anybody know if it would be possible to buy or download the overflow web app in order to install it on a intranet?

Perhaps there are other similare products/open source solutions to stack-overflow/sharepoint-overflow sites.

Does anyone have any tips?

I'm leaving this as a comment since this question is likely to get closed. As far as I know the only way to get a new site would be to go through Area51: see area51.stackexchange.com/faq. You wouldn't be able to download it / host it. – Kit Menke Mar 18 '11 at 18:27
The folks at Lightning Tools and Quest have Discussion board enhancements that can be purchased and used. It doesn't work like the exchange forums, but is infinately more useful that the regular Sharepoiint forums. – PirateEric Mar 21 '11 at 12:17
